From June 30, Kazakhstanis traveling to Russia may be asked to register through a mobile application and fill out an entry form, Orda.kz reports.
According to the Russian Embassy in Kazakhstan, the new procedure is part of a one-year pilot program being launched at all border checkpoints. Citizens of visa-free countries, including Kazakhstan, will be invited to voluntarily register in the Unified Identification System, use the ruID mobile app, and complete an online entry application.
The form should be submitted in advance — no earlier than 90 days and no later than 72 hours before the planned trip. It will require information such as the country of departure, travel purpose and dates, regions to be visited in Russia, and details of accompanying children.
The app will also allow users to upload biometric data. If biometric data is submitted after arrival, travelers will need to finalize the process within 10 days by visiting a local bank with identification.
The embassy stressed that this is an optional pilot initiative and does not affect the visa-free regime between the two countries.
“The absence of a completed entry application will not affect the conduct of border control by Russian border authorities,” the diplomatic mission stated.
However, the embassy recommended registration to simplify access to services in Russia, including mobile SIM cards and payment systems.
Regardless of whether the application is submitted, Kazakhstanis must still present valid identification at the border — the same document used for registration, if applicable.
Earlier reports had suggested the new system would be mandatory, but the Kazakh Ministry of Foreign Affairs clarified that a visa regime is not being introduced.
