Russia Introduces New Pre-Entry Requirement for Visa-Free Travelers

Starting June 30, 2025, foreign nationals entering Russia without a visa will be required to submit an electronic pre-arrival application no later than 72 hours before their trip, Orda.kz reports.

The application must be submitted via the RuID mobile app, which functions similarly to Russia’s Gosuslugi platform. This requirement is outlined in a Russian government decree dated November 7, 2024, and was reiterated by Interior Ministry spokesperson Irina Volk.

The RuID app is designed specifically for foreign citizens and allows users to create a digital profile and receive a QR code, which must be presented when crossing the border. In urgent cases — such as emergency medical treatment or the death of a close relative— the submission window may be shortened to four hours,
 the Interior Ministry stated.

The new measure is part of a pilot project aimed at improving migration control. Authorities claim that advance notification will streamline border procedures and allow for early screening of potential entry restrictions.

The rule does not apply to travelers entering Russia on a visa, with a temporary residence permit, or holding permanent residency.

These individuals are exempt from using the RuID app and are not required to present a QR code.
