Jetisu: Coaches May Be Held Liable for Sports Officials' Mistakes

14 coaches of the state institution "Namys," subordinate to the Jetisu Region Department of Physical Culture and Sports, have been seeking justice for almost a year. They face liability for financial violations that the department spent for other purposes. The coaches' lawyer explained the situation to Orda.kz. The coaches are currently suing their own management.
The Department of the Internal State Audit Committee identified financial violations amounting to 77 million tenge in the Directorate for the Development of Sports in all sports. However, the coaches are dissatisfied that they, and not the management or accountants, will be held accountable.
If you read the results of the audit carefully, it becomes clear that the coaches are not to blame. These 77 million tenge were allocated for training camps. The coaches carried them out: the children participated in regional and national camps. The problem is that the management of the directorate did not include these camps in the calendar plan of events, says Nurlan Molbaev.
According to him, half of the people mentioned in the audit report are not even employees of the directorate. The auditors also ignored the coaches' accounting reports, which confirmed the intended use of funds.
The director of the state institution, Adlet Myrzagaliev, also had the opportunity to challenge the results of the inspection, but he did not do so.
It turns out that the auditors only checked the period when he had not yet been appointed as the head. Also, the auditors, during the internal state audit, did not identify the entity that was supposed to return the funds, Nurlan Molbaev said.
The Department of Internal State Audit filed a claim against the Directorate of Sports Development to recover the amount that was spent unlawfully. In turn, the Directorate shifted responsibility to the coaches.
The case of the coaches is currently being heard by the Jetisu Region specialized inter-district economic court.
A simple coach cannot be responsible for the financing of the entire directorate, especially not having anything to do with the preparation of event plans. The position of the Jetisu regional sports department is also unclear. Its head, Ulan Ryskul, has distanced himself from the problem, stating that the violations did not occur during his time,
the lawyer said.
