Kazakhstan Plans to Employ 17,000 People With Disabilities in 2026

The Ministry of Labor and Social Protection plans to increase the employment quota for people with disabilities to 17,000 in 2026, Orda.kz reports.
Labor and Social Protection Minister Askarbek Yertayev announced this at a government meeting. He also said that by the end of the first half of the year, the authorities plan to develop a digital system to keep records of organizations required to fulfill the quota.
A digital employment service will be introduced for the employment of persons with disabilities, which will ensure a transition to a model of proactive support for citizens before employment. Starting this year, we plan to cover about 17,000 people with disabilities through the quota, which is twice as many as in 2025.Yertayev said.
Of 413,700 working-age people with disabilities last year, 110,800 were employed, or 30%. Of those, 8,100 found jobs through the quota system. The highest shares of employed people with disabilities were recorded in the Ulytau region, with 2,900 people or 44.5%, the Karaganda region, with 16,700 people or 38.5%, and Astana, with 13,200 people or 38%.
At the same time, the share of employed people with disabilities remained low in the Abay region, with 2,800 people or 24.5%, the Turkestan region, with 41,800 people or 23.7%, and the Almaty region, with 18,000 people or 22.4%.
