Kazakhstan May Limit How Many People Can Be Registered at One Address

Kazakhstan has developed measures to regulate private employment agencies, control the registration of citizens and keep track of travel abroad. This was announced by Olzhas Bektenov at a meeting of the interdepartmental commission for the prevention of offenses, Orda.kz reports.
The government plans to create a unified state register of employment agencies and introduce criteria for admission to the market. A monitoring system for citizens traveling abroad is also being introduced.
Separately, the problem of fictitious registration was raised at the meeting. Astana already has a restriction of at least 15 square meters per person. The Ministry of Internal Affairs proposed extending it to the regions and giving the authorities the right to refuse fictitious registration.
About 8,000 homeowners are identified every year for fictitious registration of citizens. In addition, measures are being worked out to introduce digital barriers for homeowners providing shadow services.it was noted at the meeting.
The meeting also raised errors in the assignment of address registration codes and the problem of barracks and rental housing that were effectively being used as dormitories.
The Ministry of Internal Affairs, together with other agencies, was instructed to prepare digital control measures, and akims were told to restore order in the area of rental housing and registration.
