Kazakhstan Moves to Rebuild Its Migration System

Deputy Prime Minister and Culture and Information Minister Aida Balayeva gave a detailed explanation of the presidential decree aimed at overhauling migration policy, Orda.kz reports.
According to her, the migration system will move away from its previous complex and restrictive model and shift toward a more open and flexible approach.
The first goal, she said, is to create an open and convenient migration system for specialists needed by the economy. This should allow them to come to Kazakhstan more freely, fully realize their professional potential, and adapt more easily in the country. To make public services in this area simpler, more open and more accessible, key processes will be fully digitized and interagency approvals will be reduced.
Second, administrative procedures will be freed from bureaucracy, application processing times will be shortened, and procedures will be optimized. According to Balayeva, this should save both time and resources.
Third, the government plans to move toward a model focused on attracting human capital. As part of this, a “Golden Visa” mechanism will be introduced. She said the tool is intended to create a stable and predictable environment for investors and highly qualified specialists.
Fourth, the authorities plan to increase labor market flexibility by simplifying procedures for recognizing professional qualifications. Balayeva said this is especially important for high-tech sectors facing staff shortages.
She added that all reforms are being carried out as part of efforts to strengthen institutional stability and develop digital control.
Balayeva said the new approaches are being introduced under the presidential decree, with the government shifting from an administrative control model to a service-based one aimed at creating a more open and flexible environment for investment and the attraction of highly qualified personnel.
The new system includes the Golden Visa mechanism, simplified recognition of professional qualifications in high-tech sectors, and the full digitization of processes under a one-stop-shop principle.
