Inspection of Former Almaty Mayor’s Family Project Declared Illegal

The Akmola Region Prosecutor’s Office has canceled an unannounced inspection of Qazaq Kaolin, an investor partly owned by the father of former Almaty mayor Bauyrzhan Baibek, Orda.kz reports.

The company is building a ₸5.8 billion mining and processing plant at the Alekseyevskoye kaolin deposit. The project is expected to create jobs and expand the region’s industrial capacity.

Prosecutors in the Zerendi district found that an unnamed government agency had inspected the company’s compliance with migration law without obtaining the required approval from prosecutors. The inspection was also not registered with the legal statistics authorities.

Under Kazakhstan’s “prosecutor’s filter,” government agencies must obtain approval before conducting inspections, opening administrative cases, imposing restrictions or filing lawsuits against investors.

The inspection was declared unlawful following a prosecutorial review, and three administrative proceedings were terminated. The question of holding those responsible accountable is under consideration,the Akmola Region Prosecutor’s Office said.
