Kazakhstan Could Refine Russian Oil as Russia Faces Fuel Shortages

Kazakhstan and Russia are discussing a plan to refine Russian crude at Kazakhstani refineries. Some of the resulting fuel would be sold in Kazakhstan, while the rest would be exported back to Russia, Orda.kz reports, citing Reuters.
According to the agency, the proposal could help keep Kazakhstan’s refineries operating at a stable capacity while supplying additional fuel to the domestic market.
The amount of crude, processing terms and refineries involved have not yet been determined.
The talks come as several Russian regions face fuel shortages following a series of attacks on oil refineries.
Earlier, Orda.kz reported that two tankers were attacked near the Caspian Pipeline Consortium’s marine terminal on July 30. One was loading oil produced by Tengizchevroil.
