Darkhan Satybaldy's Legacy in Turkestan Region: A Summary of Achievements

After serving as the regional Akim since August 2022, Satybaldy has been appointed First Deputy Head of Kazakhstan's Presidential Administration.
Here's a look at the key developments during his 2.5-year leadership:
Legislative Milestone
The Parliament's Majilis approved the draft law "On the special status of the city of Turkestan," marking a significant step for the region.
Economic Growth
The region saw substantial economic expansion, with its gross regional product climbing 1.4 times to reach 5 trillion tenge, up from 3.5 trillion in 2022.
The regional budget grew to 1 trillion 551 billion tenge in 2024, while domestic revenues surged 1.6 times to 255 billion tenge, compared to 164 billion in 2022.
Investment and Industrial Development
The region attracted 2 trillion tenge in investments, with foreign direct investment reaching $1 billion last year - exceeding the annual target by more than 50%.
The Shagyn Onerkasiptik Park project launched 10 new plants, with plans for over 150 production facilities in the coming three years.
Infrastructure and Living Standards
- Housing: Two million square meters of new housing were built
- Water Access: 50 settlements received centralized water supply, with 22 areas getting updated networks, achieving near-complete coverage of drinking water access
- Gas Supply: 510 settlements (81.6% of the population or 1.7 million people) now have natural gas. Recent connections included 111,800 people across 45 settlements in 2023 and 88,000 people in 53 settlements in 2024
Energy Infrastructure
The 90-year-old Kentau thermal power plant underwent a 13-billion-tenge modernization, including total upgrades to six boilers, routine repairs to two others, and renovation of 6.6 km of main heating networks.
