Vet Service in Turkestan Caught Making Fictitious Purchases

A large-scale embezzlement scheme involving 928 million tenge has been uncovered in the veterinary system of Turkestan region, with four current and former employees placed under arrest, Orda.kz reports.
As the prosecutor’s office established, from 2022 to 2025, the management and employees of the state enterprise Veterinary Service made payments using knowingly false information. Money was transferred to entrepreneurs allegedly for services and goods that were never actually provided.
The scheme was simple: the same IINs were listed in payment documents, with only the company names changed. The suspects used their own electronic digital signatures for the transactions, which helped conceal the transfers.
As a result, the state suffered major damage. Four suspects were taken into custody: two former heads of the enterprise, their deputy, and the chief accountant.
A pre-trial investigation has been launched under the article on misappropriation or embezzlement on an especially large scale. It is being conducted by special prosecutors, who are checking who else may have been involved in the scheme. the department added.
