SAC Cannot Inspect Private Charity Funds - Smailov
The Supreme Audit Commission of the Republic of Kazakhstan cannot audit charitable foundations for the expenditure of money collected by Kazakhstanis, Orda.kz reports.
The SAC Head, Alikhan Smailov, explained that his department only analyzes state fund spending.
These questions arose among journalists due to the news concerning Perizat Kairat, suspected of embezzling funds from the Biz Birgemiz Qazaqstan 2030 charity fund.
During the large-scale floods in Kazakhstan, this fund collected money to help those affected.
The SAC is not empowered to audit charitable foundations. The Chamber carries out external audits, the use of state budget funds, as well as state assets in state organizations and quasi-state institutions. At the same time, now within the framework of the new budget code, which is being considered by the Majilis, we have proposed introducing additional provisions that would empower the VAP to audit non-budget funds that are created with the participation of the state or to which certain functions have been transferred by the state, said Smailov.
If amendments are adopted, the Supreme Audit Chamber will have the authority to audit non-budgetary funds, but apparently not private ones.
