Foreigners Illegally Received Kazakh ID Numbers Through Astana Officials

Employees of a public service center in Astana illegally issued individual identification numbers to foreigners, Orda.kz reports.
The scheme was uncovered by the Astana department of the Agency for Financial Monitoring. According to investigators, employees of the capital branch of the Government for Citizens state corporation issued IINs without the applicants being personally present in Kazakhstan.
Under the law, foreigners can receive an IIN only through an in-person application and mandatory biometric identification. But according to the AFM, the numbers were issued remotely in 2024 and 2025. Clients were found through social media channels.
Investigators believe the public service center employees entered false data into the information system and created fake applications for IIN issuance. Payment for the service was transferred through intermediaries via bank transfers and then divided among the participants.
The criminal case has been sent to court.
