Daniya Espaeva has been elected chair of Kazakhstan’s Ak Zhol Democratic Party after Azat Peruashev stepped down following 15 years as party leader, Orda.kz reports.

Peruashev announced his resignation at the party congress on Saturday, June 13, and proposed Espaeva, deputy speaker of the Mazhilis, as his successor. Delegates supported her candidacy.

He said political parties need periodic leadership changes and that he did not want to “hold back possible new ideas and impulses.”

Peruashev’s resignation comes months after renewed attention to his use of the phrase “Penaltystan.” The phrase had circulated on social media as criticism of excessive fines and pressure from law enforcement.

Tokayev later criticized politicians who use such wording, saying Kazakhstan must continue its “Law and Order” policy. Peruashev said he had already admitted the remark was a mistake and added that Kazakhstan is not “Penaltystan.”

Espaeva is deputy speaker of Kazakhstan’s Mazhlis. In 2019, she became the first woman in Kazakhstan’s history to be nominated as a presidential candidate.
