Road Construction Violations Worth Hundreds of Billions of Tenge Uncovered in Kazakhstan

The violations concern the 2025 road construction sector. The findings were presented by the Agency for Civil Service Affairs following a comprehensive external analysis of corruption risks, Orda.kz reports.

According to the agency, project costs in regions across the country were overstated by a total of 11 billion tenge. Auditors also found 362 cases of irrelevant design and estimate documentation, on which 23 billion tenge was spent inefficiently. In addition, 324 facilities with a total value of 27 billion tenge failed to undergo the mandatory state examination.

Authorities also recorded cases in which 70 firms used unreliable information about their work experience to obtain contracts worth around 408 billion tenge.

The agency noted that, in order to ensure the transparent use of more than 360 billion tenge in budget funds in 2026, Kazakhstan has already introduced a number of measures.

These include recommendations to grant those conducting technical and author supervision at road facilities the same status as officials performing state functions. The agency also pointed to the need for a direct ban on commissioning roads before all comments from the National Center for the Quality of Road Assets have been addressed. Another proposal is to launch a unified information database for road construction materials.

Overall, the agency said that more than 80 recommendations were developed as a result of the analysis. They are aimed at eliminating systemic gaps in planning, construction, and technical supervision.
