OpenAI Now Registered for VAT in Kazakhstan Under Digital Economy Tax Rules

OpenAI, the developer of ChatGPT, will now pay value-added tax (VAT) for services provided to individuals in Kazakhstan, Orda.kz reports, citing the press service of the State Revenue Committee.
The agency noted that work is ongoing to improve taxation and transparency in the digital economy.
Authorities referenced the so-called “Google tax,” introduced in 2022, which requires foreign digital companies selling goods and services online to register and pay VAT to the national budget. Non-compliance may lead to the blocking of services.
As part of efforts to strengthen cooperation with global digital platforms, the committee confirmed that as of May 2025, OpenAI, LLC has been conditionally registered for VAT in Kazakhstan.
