The government has expanded the mandate of the Ministry of Emergency Situations, giving it responsibilities beyond civil protection to include defense, Orda.kz reports.
According to a new resolution, the ministry will help plan territorial defense:
The Ministry of Emergency Situations will participate in planning territorial defense, create special forces and provide them with equipment. The ministry is also tasked with protecting and defending subordinate facilities, organizing the evacuation of the population and preparing civil defense agencies, the resolution states.
The ministry has also been granted authority to regulate the circulation of weapons and military equipment, approve rules for field payments and housing commissions, and set tactical and technical standards for new arms.
Its duties now include carrying out state defense orders, selecting contractors, and approving prototypes of military hardware.
In June of this year, the president signed a series of legislative acts, including the new law on territorial defense.
