Construction of RAMS Business Center in Almaty Suspended Over Violations

The construction of a high-rise business center at the intersection of Seifullin Avenue and Timiryazev Street in Almaty has been halted. The project was carried out by Turkish developer RAMS together with BN Construction, Orda.kz reports.
Majilis deputy Bakytzhan Bazarbek, who joined an inspection raid, said the developers had no legal permission to build.
They only received approval for the demolition of existing structures. Under this pretense, they illegally began excavation and construction work. They had neither a positive conclusion from the state expertise nor the required notification for starting work — only two documents: an architectural assignment and a sketch project approval. That means the construction was illegal,
Bazarbek explained.
Despite repeated warnings, the companies ignored regulators. Bazarbek personally demanded that Tolga Metin, RAMS’s managing director, sign the suspension order.
At first, he tried to avoid it. But since he had already introduced himself in front of officials, activists, and residents, I pressed him to comply. Supported by government representatives, I made it clear there was no choice. In the end, he signed. This is a local victory for the people,
the deputy said.
The suspension, however, is temporary. The city’s Urban Planning Control Department will now conduct a full inspection, including seismic risks, groundwater safety, and land use.
According to Bazarbek, violations have already been confirmed. Deputy head of the Land Resources Department, Ruslan Yermenov, verified that RAMS and BN Construction had seized land without authorization.
“Respect the law and our citizens. If I go to Türkiye, I won’t build ‘without rules’ there,” Bazarbek added.
The Land Department is expected to file a lawsuit to reclaim the illegally occupied territory.
