Azerbaijani Citizen Detained in Stavropol on Terrorism Charges — The Caucasian Knot

The FSB has detained a citizen of Azerbaijan in the Stavropol Territory on suspicion of plotting terrorist attacks, Orda.kz reports, citing The Caucasian Knot.
Authorities allege he was working with a Ukrainian organization banned in Russia and had scouted targets in Yessentuki and Stavropol, including government buildings and transport infrastructure.
Investigators say he acquired parts for improvised explosive devices and planned to assemble them using skills from his past service in Azerbaijani special forces. Components for explosives, communications equipment, and electronic data were seized.
A criminal case has been opened under the articles on preparing a terrorist act.
The arrest comes as relations between Baku and Moscow have worsened.
