Ukraine Agrees to Avoid Targeting CPC Infrastructure

Ukraine has agreed not to target certain oil tankers or infrastructure used to export Kazakh crude through the Black Sea, Bloomberg reported, citing an unnamed U.S. official. Most of Kazakhstan’s oil exports pass through the Caspian Pipeline Consortium, Orda.kz reports.
RBC cited the Bloomberg report as saying that senior U.S. officials had met with the Ukrainian leadership following attacks on vessels near the CPC terminal.
The United States persuaded Ukraine to refrain from striking oil tankers and Black Sea infrastructure critical to Kazakh oil exports,Bloomberg reported.
Kyiv has also established contact channels through which shipowners can provide vessel information and arrange safe passage through the Black Sea, according to the report.
The agreement reportedly followed a series of attacks on vessels near the CPC marine terminal, a critical outlet for bringing Kazakh oil to international markets.
In late July, the consortium resumed accepting and loading Kazakh oil at its terminal near Novorossiysk. Two tankers near the terminal were attacked again overnight on July 30.
Kazakhstan’s Energy Ministry later denied reports that CPC operations could be suspended completely.
