SpaceX Direct-to-Cell Service Still Awaiting Commercial Launch in Kazakhstan

Kazakh lawmakers again raised the issue of satellite mobile communication for use during emergencies and asked when the technology would be launched commercially in Kazakhstan. The minister said the project is still at the approval stage, Orda.kz reports.
Deputies said that during floods, blizzards and other emergencies, villages and highways are often left without communication, directly affecting people’s safety.
In such situations, ensuring stable communication is not only a technological issue, but also a matter of citizens’ safety.the parliamentary request said.
They proposed introducing Direct-to-Cell technology, which would allow ordinary mobile phones to connect directly to satellites without base stations.
Even minimal communication in areas with no coverage can be decisive for a timely response and for saving lives.the deputies wrote.
The Ministry of Digital Development said work on the project is already underway.
Car-Tel LLP (Beeline), together with SpaceX, is working to introduce Direct-to-Cell technology in the Republic of Kazakhstan. Pilot tests were conducted in the country at the end of 2025. according to the response signed by Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Zhaslan Madiyev.
He added that the technology has not yet been launched commercially, as coordination with national security agencies is still ongoing.
Orda.kz previously reported that Starlink satellite internet became officially available in Kazakhstan on August 13, 2025. The service is expected to provide stable internet access even in remote and hard-to-reach areas.
