There are currently 265 asylum seekers and 301 refugees living in Kazakhstan, according to the Ministry of Labor. The majority are based in Almaty and the surrounding region. All individuals receive state protection and support in accordance to Kazakhstan’s international obligations, Orda.kz reports.
Refugees and asylum seekers in the country are entitled to free healthcare and social support. They can also work and start businesses without needing a special permit — a right not extended to all foreign nationals.
Children of refugees have access to free education at the preschool, primary, and secondary levels. They are also eligible to apply to universities on a competitive basis.
Since December 15, 1998, Kazakhstan has been a party to the UN Convention on the Status of Refugees of 1951. The country has a law 'On Refugees' that regulates all issues related to their rights. It is based on international principles: prohibition of expulsion, fair consideration of cases, non-discrimination, protection of personal information, support for families and children's rights,
the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan reminded.
Refugees in Kazakhstan may also apply for permanent residency and citizenship. Notably, they are not required to present a background check from their country of origin.
