Kazakhstan’s higher education system is receiving more funding, but is not showing comparable results in quality or efficiency, Orda.kz reports.
This was stated by a member of the Supreme Audit Chamber, Kaskin, during a government hour in the Mazhilis.
According to him, spending on higher education has nearly doubled over the past five years, from 246 billion to 472 billion tenge. The number of students reached 625,000, while the volume of the state education order exceeded 77,000 grants.
The target of getting three universities into the QS Top 200 was replaced by a target of getting 11 universities into the Top 700 by 2029. At the same time, in reality, the number of universities in the Top 700 fell from nine to six. The graduate employment target was also lowered from 73–75% to 40–41%. In addition, of the 11 key indicators in the current concept, eight are not reflected in the ministry’s development plan.Kaskin said.
The Audit Chamber believes these factors point to the need to revise approaches to the development of the higher education system.
