Nearly 20 Billion Tenge Was Spent on Expelled Students, Audit Says

Kazakhstan’s Supreme Audit Chamber says the higher education system has suffered major losses because of the way grant funding is used, Orda.kz reports.

This was stated by Audit Chamber member Kaskin Kaskin. According to him, in 2022–2024 about 24,000 students were expelled from universities, even though 19.6 billion tenge had already been spent on their education. At the same time, the system contains no information on how much grant money was used for another 10,000 people.

About 1,500 more graduates are listed with the status of ‘job seeker,’ which is formally counted as fulfillment of obligations, but in fact does not provide the economy with a specialist.he said.

Problems were also identified in university infrastructure. The shortage of dormitory places for the 2024–2025 academic year exceeded 10,000, while the discrepancy in data between the ministry and the operator amounted to more than 31,000 places.

The level of housing provision remains below the target of 70%: at ENU it is 51.7%, and at KazNU 56.7%. At the same time, these universities allocated more than 133 million tenge to buy vehicles for administrative needs.
