80% of Internet Fraud Cases in Kazakhstan Go Unpunished

Kazakhstan is witnessing a sharp rise in cyber threats and online fraud, with more than 20,000 cases recorded annually, yet 80% remain unsolved, according to Ruslan Abdikalikov, Chair of, the Information Security Committee of the Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan, Orda.kz reports.
In response to this growing issue, the Digital Society Project was launched on February 21, aiming to enhance digital literacy and cybersecurity across the country.
This is not just a project, but an important step toward a safer and more informed digital future. It includes parent meetings, digital literacy centers for the elderly, training for digital volunteers, and the creation of a digital literacy index. Additionally, to combat data leaks, we propose establishing a unified registry of compromised information, which will track leaks and the companies responsible. Organizations found guilty of violations may face temporary restrictions on accessing bank loans and microloans, with the option to lift these restrictions via the e-government portal,”Abdikalikov explained.
He believes that implementing these measures will significantly enhance personal data protection and reduce digital crime risks.
One of the latest high-profile cybersecurity breaches involved an attack on the website of Kazakhstan’s Embassy in Russia. Unofficial reports suggest that hackers stole a substantial amount of data, including 24,500 phone numbers and 32,500 email addresses.
