Rubio and Lavrov Hold Talks at ASEAN Summit Amid Escalation in Ukraine

U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov met on July 10 in Kuala Lumpur, Malaysia, on the sidelines of the ASEAN Summit, Orda.kz reports, citing Reuters.
The bilateral meeting came as the two-day Ukraine Recovery Conference opened in Rome. It was the second in-person meeting between Rubio and Lavrov and lasted approximately 50 minutes.
According to Russia’s Foreign Ministry, the two discussed the ongoing war in Ukraine as well as developments in Iran and Syria.
Following the talks, Rubio described the conversation as “frank and important,” adding that President Donald Trump is frustrated by what he sees as a lack of flexibility from Moscow regarding Ukraine.
Rubio said Washington is looking for a clear roadmap to end the conflict and is continuing discussions with the Senate on a potential sanctions bill targeting Russia.
The meeting followed sharp criticism from President Trump over Russia’s refusal to agree to a ceasefire or take steps toward ending the war. On July 9, Russian forces launched a record 728 drones against Ukrainian cities, marking a dramatic escalation in attacks.
Despite previous rounds of negotiations between Moscow and Kyiv in Istanbul this past May and June, no ceasefire agreement has been reached. Talks have so far resulted only in prisoner exchanges.
While President Trump has publicly expressed a desire to help end the war, his administration has yet to impose new sanctions on Russia or approve additional aid packages for Ukraine.
Instead, the administration has focused recent military action on Iran, launching strikes on three nuclear-related facilities in June.
