Who Will Be Able To Join Halyk Kenesi, Parliament Says

The chambers of parliament adopted the draft constitutional law “On Qazaqstan Halyk Kenesi” in a joint session, Orda.kz reports.
The bill was presented by deputy Yerlan Sairov. Halyk Kenesi is proposed as the highest constitutional advisory body representing the interests of the people.
It will prepare proposals on the main areas of domestic policy, be able to submit bills to the Kurultai, initiate national referendums and ensure dialogue between the state and civil society.
According to the draft law, the People’s Council will be formed on a parity basis from representatives of national and cultural centers, public organizations, regional maslikhats and public councils.
Halyk Kenesi will consist of a session convened at least once a year and a presidium. It will also be possible to create committees, commissions and working groups. The procedure for forming Halyk Kenesi, the requirements for its members, their rights and duties, as well as mechanisms for terminating the powers of council members, are regulated separately,Sairov said.
The bill separately sets out the procedure for forming the People’s Council, the requirements for its members, their rights and duties, and the grounds for terminating their powers.
The council’s secretariat will be a state body financed from the budget.
The leadership and staff of the secretariat will be very small. I think there will be no more than 10 people. Members of Halyk Kenesi will work on a voluntary basis, without salaries. The chair of Halyk Kenesi must be a citizen of Kazakhstan who knows how to work with society, has practical experience in this area and has public and political weight among the people,Sairov added.
The council will include 126 members.
