Open Competition Now Required for Airport Commercial Space in Kazakhstan

Kazakhstan has introduced mandatory competitive tendering for commercial spaces at airports, including cafes, vending machines and shops, following an audit by the Supreme Audit Chamber, Orda.kz reports.

The change came after the Supreme Audit Chamber audited the efficiency of state resource use at Astana's airport and instructed the Ministry of Transport to revise the rules for granting access to commercial activities unrelated to aviation services.

Under the new rules, catering facilities, food vending machines and baggage wrapping machines can only receive rental space through a competitive selection process.

Competitive selection will create transparent and equal conditions for all potential tenants, reduce the risks of unjustified choices of service providers and increase the efficiency of airport property use. In addition, selecting the most profitable offers will boost airports' own rental revenues,the Supreme Audit Chamber said.

The agency added that compliance with its remaining instructions and recommendations from the audit is still being monitored.
