Kazakhstan’s Aviation Industry May Face a Shortage of Nearly 3,000 Specialists

Kazakhstan’s aviation sector may face a shortage of nearly 3,000 specialists by 2029, Orda.kz reports.
These figures were announced at the Civil Aviation Academy during a plenary session devoted to workforce training for the industry.
Beken Seidakhmetov, chairman of the board of Nursultan Nazarbayev International Airport, said that by 2029 the shortage of engineering and technical specialists could exceed 2,300 people. In air traffic management, the potential deficit could amount to more than 350 specialists.
The meeting also discussed the need to align educational programs with the real demands of the industry. Acting rector of the Civil Aviation Academy Azamat Nagaybayev said the sector needs a new generation of specialists who can work to international ICAO standards and adapt quickly to change.
Aviation expert Abul Kekilbayev told Orda.kz that these figures should be seen not as ordinary statistics, but as a warning sign for the industry.
These are future staffing gaps, overloaded services and rising operational risks. Aviation is one of the few sectors where the human factor is not just important, but critical. A mistake by an engineer, air traffic controller or security specialist is a potential threat to a flight. At the same time, the market is growing: traffic is increasing, the route network is expanding, and technologies are becoming more complex.he said.
According to him, the training system is still lagging behind market needs. He argued that Kazakhstan should rely on its own specialists rather than fill systemic gaps with foreign staff.
We need to train our own people, not rely on others. This is a matter of national interest. Look at countries like Azerbaijan and Uzbekistan — they did not hand the industry over to foreigners.the expert said.
In his view, foreign specialists can be involved as advisers and mentors, but not as a permanent substitute for Kazakh personnel.
