Kazakhstan: Restrictions on Gasoline and Diesel Exports by Road and Rail to Be Introduced

The Ministry of Energy believes the ban is necessary to prevent fuel and lubricant shortages in the domestic market, reports Orda.kz.

As of January 29, 2025, Kazakhstan has banned the export of gasoline, diesel fuel, and certain petroleum products by road and rail, including to EAEU countries.

The corresponding order was signed by the Ministry of Energy, the Ministry of Internal Affairs, the Ministry of Finance, and the National Security Committee.

The restrictions apply to:

  • Export of gasoline, diesel fuel, and certain petroleum products by road transport, except for fuel in vehicle tanks as provided by manufacturers
  • Railway shipments of petroleum products with EAEU HS codes 2710 12

The following exceptions apply:

  • Previously planned deliveries approved per legislation
  • Export of lubricating oils
  • Export of aviation fuel for scientific research with approval from authorized bodies
  • Deliveries as part of humanitarian aid or emergency response

The restriction will remain in effect until March 29, 2025.
