Tokayev Announced A Criminal And Administrative Amnesty Following The Adoption Of The New Constitution

President Kassym-Jomart Tokayev announced the country’s first-ever administrative amnesty following the adoption of the updated Constitution, Orda.kz reports.
Tokayev described the 2026 Constitution as a strategic mandate of trust and a new social contract. According to him, the country is entering a qualitatively new stage of development and now faces a reset in relations between the state and its citizens.
As you know, last year there was a criminal amnesty. Now we can carry out an additional amnesty for a number of criminal and administrative offenses that did not pose a threat to the security of citizens or the state.the president said.
Tokayev asked Parliament to adopt the relevant law before the end of the current session.
I want to note that the administrative amnesty will be the first in the history of our country. I ask Parliament to adopt the relevant law before the end of the current session. This is an important step toward establishing the humanistic ideals and progressive values of the Basic Law in our society. the president said.
Earlier, following the results of the recent referendum, in which a majority of participants supported constitutional reforms, the president signed a decree on the adoption of Kazakhstan’s new Constitution.
