Kazakhstan Promises High Tariffs to Attract Investors for New Gas Power Plants

The Ministry of Energy has added several new gas power plants to the list of projects that will receive guaranteed payments under the “tariff in exchange for investments” mechanism. In practice, this means the state is promising investors attractive tariffs to ensure the construction of new facilities, Orda.kz reports.
Under this scheme, investors build power stations and the state guarantees them future capacity payments, funded ultimately by consumers and businesses. These payments are intended to ensure the projects recoup their construction costs.
The projects focus on gas generation and are designed to strengthen the power system in southern and western Kazakhstan. All projects passed open auctions. Approximate tariffs were published by EnergyMonitor.
Planned Projects:
- Kyzylorda — 240 MW combined-cycle gas plant (Aksa Energy Qyzylorda LLP) Approximate tariff: 11.6 million tenge per MW per month Status: Already operational
- Turkestan — 1.1 GW combined-cycle gas plant (PSU Turkestan LLP, part of Samruk-Energo) Approximate tariff: 16.3 million tenge per MW per month Commissioning: 2027
- Atyrau — 250 MW combined-cycle gas plant (STERNA Power LLP) Approximate tariff: 10.1 million tenge per MW per month Commissioning: 2028
- Aktobe — 250 MW combined-cycle gas plant (Energy Flow Generation LLP) Approximate tariff: 10.5 million tenge per MW per month Commissioning: 2028
- Taraz — 150 MW combined-cycle gas plant (GazEnergyQZ LLP) Approximate tariff: 10.5 million tenge per MW per month Commissioning: 2028
- Taraz — Combined-cycle gas plant (Ges Myrzatai LLP) Commissioning: October 2028
In total, these projects will add nearly 2 GW of new generation capacity to Kazakhstan’s power system. According to calculations, guaranteed payments for the projects with known tariffs could reach around 46 billion tenge per month, or approximately 552 billion tenge per year.
