Businesses Warn Unfinished Cargo Document System Could Lead To Unfair Fines

Cargo carriers in the East Kazakhstan Region say the mandatory transition to the Unified System of Transport Documents may disrupt routes and lead to losses and unfair fines because the platform is still not ready, Orda.kz reports.

From June 1, 2026, carriers will have to register waybills and consignment notes in the Unified System of Transport Documents. The requirement applies to freight vehicles weighing more than 3.5 tons.

Businesses are already raising concerns before the mandatory rules take effect. According to carriers, the system does not always reflect how freight transportation works in practice.

One of their main complaints is that a waybill cannot be issued without a pre-created consignment note. In real logistics, the route, cargo volume and load can change during a trip.

If the driver additionally loads goods along the route, the system no longer allows changes to be made to the consignment notes. As a result, the carrier is forced either to violate the requirements or to return empty, unable to take return cargo. This directly leads to losses,entrepreneurs said.

The system also does not allow consignment notes to be correctly issued for individuals, for example when a private client buys sand or crushed stone. For bulk materials, carriers are asked to indicate the length, width and height of the cargo, although such goods are usually measured by volume or weight.

Representatives of the Transport Control Inspectorate, the Road Transport Committee and developers of the system’s portal attended the meeting. They acknowledged that the system still needs to be improved.

Carriers are asking the authorities to introduce a transition period without penalties while the system is tested and adapted to real market conditions.
