Kazakhstan Plans School-to-Civil Service Pipeline to Boost Youth Recruitment

The Mazhilis is currently considering the draft law on civil service in its first reading. The bill is intended to attract more young people to the public sector, Orda.kz reports. At present, young people make up about 17% of civil servants, according to deputies.
Darkhan Zhazykbay, head of the Agency for Civil Service Affairs, stated that 27,500 young civil servants are already working in the country and that systematic efforts to attract them have been underway since 2019.
Using the Singaporean model, we plan to identify students in grades 10 and 11 who are interested in working in the civil service and building a public sector career. Through educational grants, we will recruit such students directly from school. We have analysed which specialisations are needed for the civil service, and we will guide young people toward these fields from an early stage.Zhazykbay said.
After completing their studies, graduates will be required to work in the regions, primarily in rural areas, for two to three years. After that, they will be able to continue their professional development at the Academy of Public Administration and advance in their careers, including to senior positions.
The agency expects that this system will ensure a steady inflow of young professionals into the public sector.
