Kazakhstan Tightens Disciplinary Rules for Civil Servants

In Kazakhstan, an order from the Head of State has come into force, tightening the rules of disciplinary responsibility for civil servants, even after transferring to a new job, reports Orda.kz.
According to the new rules, officials can now be punished for violations committed at their current and at their previous place of service.
If a political or administrative civil servant has committed a disciplinary offence in a previous position, he or she may be held liable — even if at the time of the case being considered, he or she is already working in another agency. In such a case, the investigation is conducted by the agency where the offence occurred.
For administrative civil servants, the procedure for an official investigation is now clearly regulated: it is initiated at the place where the offense was committed, and the new government agency in which the official serves must be notified within three working days.
After reviewing the case, the commission at the place of previous service sends the materials to the offender's last position within five working days.
At the same time, the decree stipulates that any disciplinary sanctions that have not been lifted are automatically considered annulled on the day of dismissal, for both political and administrative civil servants.
