Toqayev Made Changes to Civil Service

Kazakh President Qasym-Jomart Toqayev signed amendments to decrees regulating civil service work, Orda.kz reports.
The amendments concern staffing levels, disciplinary sanctions, and automation of personnel processes.
The increase in the number of employees in government agencies will now be through the redistribution of vacancies between departments, except in emergencies, the creation of new agencies, or presidential instructions.
The redistribution will not affect specific departments, such as the presidential administration, the government, and the Ministry of Defense.
In addition, the rules for disciplinary sanctions for political civil servants who violate official duties, abuse power, or fail to comply with ethics have been clarified.
By the end of 2025, government agencies must transfer personnel work to a single electronic system.
