Kazakhstan May Proceed with Independent Construction of Three CHP Plants

Prime Minister Olzhas Bektenov stated that Kazakhstan is considering building three combined heat and power (CHP) plants independently, which were initially planned as joint projects with Russia, reports Orda.kz.

Three CHP plants were originally considered for implementation in partnership with Russian counterparts. So far, we have not received confirmed information about the availability of guaranteed concessional financing from Russia,
Bektenov said at a press conference.

Due to the lack of clarity from the Russian side, construction of the CHP plant in Kokshetau has already begun independently, with the involvement of the company Samruk-Energo:

As for Semey and Oskemen, we are still waiting for a response from the Russian side. If there is no response soon, we will also consider moving forward independently. We cannot afford to wait,
Bektenov emphasized.

The Prime Minister assured that Kazakhstan is capable of implementing these projects without external financing.

The budget can handle it. Samruk-Energo will use market-based mechanisms. CHP plants are business projects — once operational, they will generate revenue and repay the investments made,
 he added.

Earlier reports indicated that Kazakhstan has been seeking alternatives to Russian contractors for these construction projects.
