Kazakhstan May Introduce Paid Entry Permits for Foreigners

Kazakhstan’s Interior Ministry has proposed introducing paid electronic entry permits for foreign nationals and stateless persons. The draft would also change the rules governing migrants’ stay and departure, Orda.kz reports.

The proposal was published on the Open Legal Acts portal. According to the document, the system would allow authorities to track migration flows more quickly and accurately. Revenue from the permits would be used to maintain and upgrade the digital platform.

A differentiated fee for electronic permits would provide funding for uninterrupted system maintenance, digital infrastructure upgrades and personal data protection,the document states.

Public discussion will continue through August 17, 2026. The system is expected to be introduced gradually between August and December 2026.

Earlier,  Orda.kz reported that the Health Ministry had changed the rules of the mandatory social health insurance system. Foreign nationals and stateless persons permanently residing in Kazakhstan, as well as some temporary residents and their family members, will be eligible for medical care under the system.
