First Public Facility Funded by Returned Assets Opens in Kazakhstan

A new outpatient medical clinic has opened in the village of Arnasay — the first public facility in Kazakhstan built using assets recovered from corruption cases, Orda.kz reports.
Deputy Prosecutor General Galymzhan Koigeldiyev attended the opening ceremony.
Previously, villagers sought medical care in remote locations. The new outpatient clinic — with a capacity of 45 visits per shift — will now serve more than 2,000 residents. The 450-square-meter building is equipped with modern medical equipment, including an ECG machine, defibrillator, and physiotherapy and rehabilitation tools,
the Prosecutor General’s Office stated.
According to officials, this facility is part of a broader initiative — 333 social and municipal infrastructure projects are currently being built across the country using returned assets.


An earlier Orda.kz investigation examined the process by which the government recovers and reallocates illegally obtained wealth. All funds are directed to a dedicated state fund under the Ministry of Finance, established in 2023.
As of 2025, approximately 230 billion tenge had been credited to the fund’s account, while assets worth more than 87 billion tenge were transferred to the balance sheet of the Returned Assets Management Company LLP.
This company is also responsible for managing the sale of confiscated luxury property, including real estate, vehicles, jewelry, and other items seized from former government affiliates.
As of 2022, the value of assets returned to the state has exceeded 1 trillion tenge — some voluntarily transferred by individuals under investigation, others recovered through legal proceedings.
