Feminita Says Police Did Not Consider Complaint Over Controversial Statement by OSDP Official

The Feminita movement says that a complaint over a controversial comment made by Nurym Nurlybekov, head of the Almaty branch of the Nationwide Social Democratic Party (OSDP), was left without proper consideration, Orda.kz reports.
Earlier, commenting on LGBTQ people on social media, Nurlybekov wrote that he “would shoot them all.”
The complaint was filed online by Shymkent activist Nazira Zhurgenbayeva through the public portal of the Unified Register of Pre-Trial Investigations.
About 30 minutes later, a district police officer arrived at her home and attempted to persuade her to withdraw the complaint, suggesting she instead contact law enforcement at the suspect’s place of residence.
Investigators also asked her to resubmit the application, citing the “convenience” of changing its jurisdiction.
The next day, Zhurgenbayeva received an official response. The application was dismissed and sent to the archives. She couldn't check the status in the registry because the system was showing errors. The investigator who accepted the application stopped responding to messages and calls,
the organization stated.
Feminita believes that the pressure placed on the complainant violates Kazakhstan’s Code of Criminal Procedure and says police limited their actions to formal registration without initiating an investigation.
The situation unfolds amid broader political debates around LGBTQ-related issues.
Earlier, the Senate discussed amendments restricting the dissemination of what officials term “LGBTQ+ propaganda.” During the debate, deputies equated it with pedophilic propaganda, and Deputy Minister Yevgeny Kochetov cited studies on its alleged impact on minors, saying there was public demand for such restrictions and describing Kazakhstan's draft as more liberal than European equivalents.

After Human Rights School training sessions were disrupted, she was found guilty under Article 489 of the Administrative Code and fined 393,200 tenge.
