Carriers Get Another Year Before Digital Transport Rules Take Effect

Kazakhstan has postponed mandatory use of the Unified System of Transport Documents, or ESUTD, until June 1, 2027, Orda.kz reports.
The delay applies to freight vehicles weighing more than 3.5 tons. Drivers will not have to register paper waybills in the system before departure, while shippers will not need to submit consignment notes before dispatching cargo.
Passenger carriers will also be allowed to continue using paper documents without entering the same information online. For non-scheduled services, electronic waybills will not be required two hours before departure.
The order does not explain the delay. The pause may give authorities more time to fix problems with the system.
In May, carriers warned that the platform did not reflect how freight transport works in practice. Routes and cargo volumes can change during a trip, but the system did not allow users to add return cargo or correct existing documents. Businesses also reported problems registering shipments for private customers and transporting bulk materials such as sand and gravel.
Waybills and consignment notes have not been abolished. Carriers must still prepare them, but they will not have to duplicate them in ESUTD until June 2027.
