Bektenov Convenes Meeting on Security Council Directives

Olzhas Bektenov held a meeting with ministers and heads of government agencies to discuss the implementation of President Toqayev’s instructions, which were announced at the May 14 Security Council meeting, Orda.kz reports.
On 14 May 2025, President Toqayev criticized the transport sector's state and reprimanded Minister Marat Karabayev. He emphasized that key infrastructure projects are progressing too slowly, leading to a decision to shorten implementation timelines.
Attention is paid to the high-quality and timely implementation of agreements with neighboring countries on the modernization of checkpoints located on Kazakhstan's territory,
the report states.
First Deputy Prime Minister Roman Sklyar was instructed to develop an implementation plan within two days and personally visit the regions to oversee progress.
To address issues with aviation fuel supply and pricing, it was decided to accelerate the modernization of domestic oil refineries.
The Prime Minister also stressed that improvements to border "green corridors" must be tangible for citizens and businesses. A simplified transit system without customs inspection is to be introduced, and Kazakhstan is working on establishing external terminals.
The Ministry of Transport has one week to allocate funding for critical trade and transit projects.
Taking into account the instructions of the president and against the backdrop of an increase in the volume of freight transport by rail (20.5%) and pipeline transport (19.5%), the ministries of transport and finance, together with interested organizations, have been instructed to ensure, within a week, funding for priority projects that affect trade and transit flows.
