Kazakhstan Ratifies Turkic States Civil Protection Deal

The Senate of Kazakhstan has approved the law “On Ratification of the Agreement on the Establishment of the Civil Protection Mechanism of the Organization of Turkic States,” Orda.kz reports.
The document provides for the creation of a joint mechanism to respond to natural disasters and emergencies in member countries and observer states of the Organization of Turkic States. The agreement was signed in Bishkek on November 6, 2024.
According to the document, an international organization with its own legal personality will be established to coordinate disaster response and strengthen cooperation among Turkic states.
The mechanism’s key functions include:
- prompt response to emergency situations;
- saving lives and property;
- providing medical and humanitarian assistance;
- developing common standards for the training of rescuers;
- and conducting joint exercises.
Assistance under the mechanism will be provided on a voluntary basis at the request of the affected state, while decisions on support from third countries will be made by consensus among the participants.
Funding for the organization’s activities will come from annual mandatory contributions from the participating states. Until a separate budget agreement is adopted, each country will pay a symbolic contribution of 50,000 US dollars per year. Turkey will cover expenses exceeding this amount during the first two years.Deputy Andrey Lukin said.
The organizational structure will include the Council of Ministers as the highest body and a Secretariat headquartered in Istanbul. The Secretary General will be appointed on a rotational basis for a three-year term.
