Which Kazakh Cities Could Face Heating Problems This Winter?

Five power plants in Kazakhstan remain at high risk ahead of the coming winter, Orda.kz reports.
Kazakhstan has begun preparing for the 2026–2027 heating season. Power plant owners will invest 384 billion tenge in repairs, 9% more than last year. The money comes from electricity tariffs, while the plants decide which facilities to repair first.
Five facilities remain in the “red” risk zone: combined heat and power plants in Semey, Uralsk and Taraz, CHPP-2 in Aktau and GRES-1 in Temirtau. Residents could face heating disruptions if the plants are not repaired before cold weather arrives.
By the end of the year, the authorities expect to reduce the average level of wear at Kazakhstan’s power plants to 52%.
