Kazakhstan To Allocate Over 25 Billion Tenge For Heating Network Repairs

Kazakhstan’s government will allocate more than 25 billion tenge to repair and build heating infrastructure in several regions, Prime Minister Olzhas Bektenov said after reviewing the results of the heating season, Orda.kz reports.

According to Bektenov, the past heating season passed without critical emergencies. The number of technological violations at power plants decreased by 15% compared with last year.

In 2026, Kazakhstan plans to modernize 130 kilometers of heating networks and 10,500 kilometers of power supply networks. This should reduce network wear to 48% and 62%, respectively.

It is necessary to continue systematic work on repairing and replacing equipment at energy sources and networks. Heating networks must be tested in a timely and high-quality manner. There is no time to lose. All work must be completed on time and in full. It is necessary to work in an intensified mode throughout the summer.Bektenov instructed.

The government will allocate more than 25 billion tenge from its reserve to repair and build heat sources in the Zhetysu, Abay, Akmola, and East Kazakhstan regions, as well as to repair about 30 kilometers of heating networks in four regions.

Bektenov said there are already risks of delays in some regions, adding that regional akims will be personally responsible.

The regional akimats must complete all tender procedures within two weeks and begin repair work. There should be no unnecessary bureaucracy here. Repairs to heat supply facilities must be completed no later than the end of August. The Ministry of Industry and Construction and regional akimats must ensure that educational and healthcare facilities are fully ready by September 1.Bektenov said.

In northern, central, and eastern Kazakhstan, all engineering infrastructure and housing and communal services facilities must be fully ready for launch by September 15. In other regions, they must be ready by October 15.

KEGOC and the Ministry of Energy must approve operating modes for equipment at nationally important stations by May 25. Bektenov also banned cuts to the scope or financing of the planned work.

The Ministry of Energy, together with the Ministry of Transport and regional akimats, must ensure early accumulation of fuel reserves at heat sources and dead-end stations by September 1.
