Triple Pay, UN Funds And New Rules For Kazakhstan’s Servicemen

Kazakhstan’s Senate has approved amendments changing the rules of military service and strengthening social protections for military personnel, Orda.kz reports.

One of the key changes concerns higher payments. Servicemen of the Armed Forces and the Border Guard Service are expected to receive triple pay if they take part in emergency response efforts, anti-terrorist operations or measures introduced under a state of emergency.

The bill also regulates the status of servicemen temporarily removed from their positions and placed at the disposal of a commander because of a criminal case. During this period, they will receive an amount equal to the minimum wage.

The document introduces a digital rating system for selecting candidates for senior military positions. This rule will not apply to employees of special state bodies.

Another section concerns Kazakhstan’s military representatives abroad. The law will define the legal status of their offices, the financing procedure and equate military positions in such structures with diplomatic service positions.

Kazakhstan is the only CIS country with a UN mandate to conduct independent peacekeeping missions. Improving the procedure for distributing UN funds will allow timely payments to military personnel involved in peacekeeping activities. The special nature of military service, high responsibility and risks to life and health require proper support from the state,Senator Andrey Lukin said.

Servicemen with at least 25 years of service will be able to resign at their own request, except during a state of emergency or martial law.

The law also sets a deadline for appealing dismissal from military service.

Childcare leave of up to three years for officers called up for military service will not count toward years of military service, but will be included in their total length of service.
