Problem Private Schools In Kazakhstan To Lose Budget Funding

Kazakhstan will stop providing state funding to some private schools if their buildings are not officially designated for educational use, Orda.kz reports.

The new requirement will come into force on January 1, 2027, Deputy Education Minister Zhaiyk Sharabasov said.

According to him, the state does not plan to cut funding for properly operating private schools. The changes will affect only those schools that work in buildings whose official purpose does not match educational activity.

Today, the issue concerns schools whose buildings are not designated for educational activity. This rule comes into force on January 1, 2027. After that, the state educational order will not be placed in such schools. This is linked to the need to create a high-quality and safe educational environment for children,Sharabasov said.

He said the state had given schools extra time to bring their documents into order. At the beginning of the year, 163 schools fell under the new requirements. That number has now fallen to 130.

Deputy Finance Minister Dauren Temirbekov also said an audit by the Finance Ministry had found systemic violations in private schools worth more than 13 billion tenge.

According to him, auditors found forged expert examination documents, cases where repair work was financed instead of reconstruction, and cases where funding was allocated without the creation of new student places.

Court proceedings have already begun, and the documents will be sent to law enforcement agencies. The state plans to recover all funds it says were allocated without justification.

Temirbekov said 785 educational organizations received state funding in 2025. In 2026, that number fell to 749, meaning 36 fewer private schools received funding.
