Pavlodar Refinery Delays Maintenance to Avoid Fuel Shortages

KazMunayGas has postponed scheduled maintenance at the Pavlodar Petrochemical Plant from 2026 to 2027 to reduce the risk of gasoline shortages during peak demand, Orda.kz reports.
The company said the decision was intended to maintain an uninterrupted domestic fuel supply and minimize the risk of local shortages.
KazMunayGas is also extending the period between major maintenance shutdowns at its refineries. The Shymkent refinery already operates on a three-year cycle, while the Pavlodar and Atyrau plants are preparing to adopt the same schedule.
Kazakhstan keeps domestic fuel prices relatively low, encouraging illegal exports to neighboring countries. The Energy Ministry has therefore extended restrictions on gasoline and diesel exports by road until November 21, 2026.
Gasoline prices have nevertheless risen by 15.6% over the past year. Pavlodar Region recorded the largest increase at 25.1%.
