Kazakhstan To Expand Digital Biometric Records System

Kazakhstan’s Ministry of Internal Affairs plans to change the rules for fingerprint and genomic registration, integrating fingerprints and DNA data more deeply into a single digital system called Biometric Identification of Personality, Orda.kz reports.

The order would amend the current rules, which were approved in fall 2024. The document is expected to come into force on July 12, 2026.

The main change is broader digitalization of the storage and processing of biometric data. The Ministry of Internal Affairs said the automated information system BIL will include two subsystems — one for fingerprint data and another for genomic data. Both will be integrated with other state databases, including the penitentiary system and migration services.

Under the draft order, fingerprints and DNA data will be stored mainly in digital format. Even paper fingerprint cards will be scanned and converted into electronic form after registration. When data is updated, old information will not be deleted but sent to the system’s digital archive.

The ministry also plans to make it easier for citizens to access their own biometric information. They will be able to request fingerprint or genomic data through the e-government portal, migration service offices, or forensic units. Applications will take up to five working days to verify.

The document separately sets requirements for protecting the system from leaks and unauthorized access. Employees will be barred from allowing outsiders to use workstations with access to BIL, while rooms with such systems will have to remain closed and sealed outside working hours.

The Ministry of Internal Affairs is also introducing new definitions for digital media, identity card chips, and centralized databases in the penitentiary system. Officials said the changes are needed to move fingerprint and genomic registration procedures into a single digital format.
