Construction of a New Thermal Power Plant Begins in Semey

Construction of the new CHPP-3 (thermal power plant) has begun in the village of Stepnoy on the left bank of Semey. The project is expected to reduce the energy deficit and provide the city with stable heat and electricity, Orda.kz reports, citing the regional akimat.
It was announced in 2023 that three CHP plants would be built in Kokshetau, Semey and Ust-Kamenogorsk with Russian participation. The sides signed a memorandum, and the energy company Inter RAO was named as the contractor. Over the past years, however, the projects did not reach a stable stage. According to official information, the sides failed to agree on a financial model: Inter RAO was unable to offer acceptable lending terms.
As a result, the CHP plant will be built by a Kazakh-Singapore consortium. Kazakhstan is represented in it by Samruk-Energo.
The main parameters of the project have now been developed, and a contract has also been signed for design and construction.
The future plant will be able to generate 405 MW of electricity and supply heat to the city. Coal from the Karazhyra deposit will be used as fuel. Construction is scheduled to be completed by December 2029.
The akimat believes the new CHP plant will also have a positive impact on the environmental situation.

After reviewing the project, Samruk-Kazyna board chairman Nurlan Zhakupov met at the site with the management of Samruk-Energo, Semey Energo LLP and contractors, and stressed the facility’s strategic importance.
The new CHP plant will have a positive impact on the environmental situation in the region. The project provides for the use of ‘clean coal’ technologies and modern gas-cleaning systems. This will significantly reduce emissions compared with the existing coal-fired energy sources in the city. the statement said.
At present, there are two heat supply sources on the left bank of Semey and 18 on the right bank.
