Kazakhstan has signed agreements with Hong Kong and Macau on extradition, mutual legal assistance in criminal cases, and the transfer of convicted persons, Orda.kz reports.
Kazakh Prosecutor General Berik Asylov and Hong Kong Secretary for Security Chris Tang signed three interstate agreements: on extradition, mutual legal assistance in criminal cases, and the transfer of convicted persons.
Hong Kong is one of the world’s largest financial centers and a major offshore jurisdiction in Asia.
Two days earlier, Kazakhstan signed a similar package of agreements with Macau. During Asylov’s visit to the Chinese special administrative region, the parties concluded three interstate agreements on extradition, mutual legal assistance in criminal cases, and the transfer of convicted persons.
Kazakhstan, Hong Kong, and Macau will also cooperate on searching for and returning illegally withdrawn assets, as well as combating money laundering.
In September last year, Kazakhstan signed an agreement on mutual legal assistance in criminal cases with Singapore.
Kazakhstan has thus completed the formation of an international legal framework for cooperation with the largest offshore jurisdictions in Southeast Asia, the Prosecutor General’s Office said.
Hong Kong and Singapore are often described by experts as midshore jurisdictions rather than classic offshore jurisdictions such as Belize or the Seychelles. They do not allow completely anonymous shell companies, which helps companies registered there maintain a stronger reputation and avoid blacklists.
